Through the late 1930's, under the suppressive rule of Joseph Stalin, Soviet citizens endured the Great Terror. During this time, the Soviet government, responsible for the general welfare of its citizens, denied them a myriad of rights despite the fact that the preponderance of Soviet citizens were adhering to the law and handling their various responsibilities.
